The Veneto Regional Council<\/strong>, through Resolution No. 1418 of November 28, 2024, has approved the\u00a0<\/span>operational guidelines for the \u201cEnergy Efficiency for Enterprises\u201d section of the Veneto Energy Fund<\/strong>, within the framework of the\u00a0<\/span>Regional Operational Program (ROP) Veneto ERDF 2021\u20132027<\/strong>, Priority 2, Specific Objective 2.1 \u2013 Action 2.1.2. The initiative aims to support\u00a0<\/span>energy efficiency improvements in enterprises operating in the Veneto region<\/strong>.<\/p>\n

ELIGIBLE BENEFICIARIES<\/strong><\/h3>\n

The following may benefit from the incentives provided by the Veneto Energy Fund:<\/p>\n

    \n
  • Enterprises with an operational headquarters in the Veneto region.<\/li>\n
  • Professionals and self-employed workers with a tax domicile in the Veneto region.<\/li>\n<\/ul>\n

    The incentives are available to enterprises operating in specific sectors identified by the following\u00a0<\/span>Ateco 2007 codes<\/strong>:
    B<\/strong>\u00a0<\/span>(excluding 05, 06, 09.1),\u00a0<\/span>C<\/strong>\u00a0<\/span>(excluding 12.0, 19.1, 24.1),\u00a0<\/span>E<\/strong>,\u00a0<\/span>F<\/strong>,\u00a0<\/span>G<\/strong>,\u00a0<\/span>I<\/strong>,\u00a0<\/span>J<\/strong>,\u00a0<\/span>L<\/strong>,\u00a0<\/span>M<\/strong>\u00a0<\/span>(excluding 70.1, 70.22),\u00a0<\/span>N<\/strong>,\u00a0<\/span>P<\/strong>,\u00a0<\/span>Q<\/strong>,\u00a0<\/span>R<\/strong>, and\u00a0<\/span>S<\/strong>.<\/p>\n

    Beneficiaries must own or hold another real or personal right to use the operational site where the intervention will take place, with a\u00a0<\/span>remaining term of at least 10 years from the date of application submission<\/strong>.<\/p>\n

    ELIGIBLE PROJECTS AND EXPENDITURES<\/strong><\/h3>\n

    The Veneto Energy Fund supports\u00a0<\/span>projects aimed at improving energy efficiency<\/strong>, both in\u00a0<\/span>production processes<\/strong>\u00a0<\/span>and\u00a0<\/span>company buildings<\/strong>. The primary focus is on the\u00a0<\/span>use of renewable energy for self-consumption<\/strong>\u00a0<\/span>and for generating the energy required by production processes, including the installation of appropriate systems.<\/p>\n

    Eligible interventions fall into the following categories:<\/p>\n

    1. Energy Efficiency in Production Processes<\/strong><\/h4>\n
      \n
    • Purchase and installation of\u00a0<\/span>machines and equipment that do not use fossil fuels<\/strong>, which reduce energy consumption (e.g., electric motors, furnaces, compressors, heat pumps).<\/li>\n
    • Purchase and installation of\u00a0<\/span>devices that improve energy efficiency<\/strong>, such as inverters and power factor correction systems.<\/li>\n
    • Replacement of traditional lighting with\u00a0<\/span>low-consumption LED systems<\/strong>, equipped with automatic control systems.<\/li>\n<\/ul>\n

      2. Energy Efficiency in Company Buildings<\/strong><\/h4>\n
        \n
      • Improvements to building energy performance, such as\u00a0<\/span>insulation, replacement of windows and doors<\/strong>, installation of\u00a0<\/span>ventilated walls<\/strong>, and\u00a0<\/span>sun protection systems<\/strong>.<\/li>\n
      • Modernization of\u00a0<\/span>heating and cooling systems<\/strong>, using heat generators not powered by fossil fuels.<\/li>\n<\/ul>\n

        3. Installation of Renewable Energy Systems for Self-Consumption<\/strong><\/h4>\n
          \n
        • Purchase and installation of\u00a0<\/span>renewable energy systems<\/strong>\u00a0<\/span>(e.g., photovoltaic, solar thermal) to generate the energy needed for business operations, including any\u00a0<\/span>storage systems<\/strong>.<\/li>\n<\/ul>\n

          4. Monitoring and Control Systems<\/strong><\/h4>\n
            \n
          • Purchase and installation of\u00a0<\/span>advanced monitoring and management systems<\/strong>\u00a0<\/span>for energy resources within the production process.<\/li>\n<\/ul>\n

            The\u00a0<\/span>minimum eligible investment<\/strong>\u00a0<\/span>is\u00a0<\/span>\u20ac100,000<\/strong>\u00a0<\/span>(excluding VAT), and the\u00a0<\/span>maximum<\/strong>\u00a0<\/span>is\u00a0<\/span>\u20ac600,000<\/strong>\u00a0<\/span>(excluding VAT).
            Projects must\u00a0<\/span>begin only after the application has been submitted<\/strong>\u00a0<\/span>and must be carried out at\u00a0<\/span>sites located in the Veneto region<\/strong>.<\/p>\n

            Expenses related to buildings or structures\u00a0<\/span>are not eligible<\/strong>\u00a0<\/span>if the work is carried out\u00a0<\/span>without the prior consent of the property owner<\/strong>.<\/p>\n

            ENERGY OBJECTIVES<\/strong><\/h3>\n

            Each project must include a\u00a0<\/span>preliminary energy audit<\/strong>, prepared by a qualified technician, identifying energy inefficiencies and opportunities for improvement. The audit must be based on\u00a0<\/span>energy consumption data from 2023<\/strong>.<\/p>\n

            Projects must align with the measures identified in the audit and aim to achieve\u00a0<\/span>at least a 30% reduction in primary energy consumption or greenhouse gas emissions<\/strong>.<\/p>\n

            For building-related interventions, the objective must be a\u00a0<\/span>minimum 30% reduction in primary energy use or CO\u2082 emissions<\/strong>.<\/p>\n

            Renewable energy systems must not produce more energy than the\u00a0<\/span>estimated need identified in the energy audit<\/strong>, and\u00a0<\/span>storage systems must be capable of absorbing at least 75%<\/strong>\u00a0<\/span>of the energy produced.<\/p>\n

            AVAILABLE INCENTIVES<\/strong><\/h3>\n

            The incentives consist of two components:<\/p>\n

              \n
            • A\u00a0<\/span>non-repayable grant equal to 20%<\/strong>\u00a0<\/span>of the total eligible investment.<\/li>\n
            • A\u00a0<\/span>subsidized loan covering up to 100%<\/strong>\u00a0<\/span>of the investment, consisting of:\n
                \n
              • A\u00a0<\/span>zero-interest share (50%)<\/strong>, financed by the Fund.<\/li>\n
              • A\u00a0<\/span>private share<\/strong>, provided by a lender (bank or other entity), at a\u00a0<\/span>preferential rate not exceeding a predetermined threshold<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

                APPLICATION PROCESS AND TIMELINES<\/strong><\/h3>\n

                Applications must be submitted through\u00a0<\/span>Veneto Innovazione<\/strong>, with the support of a\u00a0<\/span>lender (bank or credit guarantee consortium \u2013 Confidi)<\/strong>\u00a0<\/span>or through a\u00a0<\/span>business association<\/strong>.<\/p>\n

                Applications will be evaluated using a\u00a0<\/span>first-come, first-served<\/strong>\u00a0approach.<\/p>\n
