Notice on the New Skills Fund 3. Skills for Innovation (FNC) aims to support employers in updating the skills of their workers in the areas of digital and ecological transition.
Objectives of the FNC:
- Offer workers the opportunity to acquire new and/or enhanced skills to adapt to the needs of the labor market.
- Support companies in adapting to new organizational and production models in response to ecological and digital transitions.
- Finance the rescheduling of employees’ working hours to enable participation in training programs.
Financial allocation:
The FNC has a budget of €731 million, divided as follows:
- Training systems (25%)
- Training supply chains (25%)
- Individual employers (50%)
Eligible entities:
- Private employers, including publicly-owned companies, are compliant with tax, social security, and welfare obligations.
- Employment agencies for temporary workers.
Types of interventions:
- Training Systems: Groups of at least three employers, with a large company (“Big Player”) as the lead. The maximum contribution per group is €12 million.
- Training Supply Chains: Systems of at least five micro, small, and medium-sized enterprises operating within territorial districts or production supply chains. The maximum contribution per group is €8 million.
- Individual Employers: Companies submitting a training project for at least three workers. The maximum contribution per application is €2 million.
Features of training projects:
- Projects must include the rescheduling of working hours to allow employees to participate in training activities.
- Rescheduling agreements must be signed by union representatives or, if absent, by territorial representatives of employer and worker associations.
- Projects must align with company innovation processes in areas such as digital transition, artificial intelligence, environmental sustainability, circular economy, energy efficiency, and corporate welfare.
- The training duration for each worker must be between 30 and 150 hours.
- Training programs must be delivered by accredited bodies or other specialized training institutions, involving an accredited body for skills validation.
- Projects may include the involvement of unemployed individuals, with incentives for their hiring.
Application procedure:
- Applications must be submitted online via the Ministry of Labor and Social Policies’ IT platform from February 10, 2025, to April 10, 2025.
- Applications will be evaluated on a first-come, first-served basis, within the available resources for each type of intervention and regional category.
Disbursement of contributions:
- The contribution covers the cost of rescheduled working hours and related social security charges.
- It is possible to request an advance payment of 40% of the granted contribution.
- The balance will be paid after the training activities are completed and objectives verified.
