Action 1.1.3 B – PR Veneto FESR 2021-2027
The Innovation in SMEs Division is implementing Action 1.1.3 B of the Veneto ERDF Regional Operational Programme 2021–2027. This action aims to strengthen the competitiveness of Veneto-based SMEs and support their strategic innovation-oriented choices, particularly in relation to the challenges of transition, including the green transition.
Projects must align with the Regional Smart Specialisation Strategy.
STRUCTURE OF THE SECTION
LINE A – Research and Development:
Projects aimed at acquiring new skills and capabilities to develop new products, processes, or services or to significantly improve existing ones in any field, technology, industry, or sector. This includes the creation of prototypes, testing, and validation of new or improved products, processes, or services.
LINE B – Innovation:
Innovation projects related to business processes, involving the adoption of a new or significantly improved production or distribution method (e.g. use of new or innovative digital technologies or solutions), or involving business organization in relation to the workplace or external relations.

- Personnel expenses
- Technical and scientific consulting
- Use of capital goods (Line A only)
- Acquisition of knowledge and patents (Line A only)
- Use of real estate (Line A only)
- Operating costs (Line A only)
- Patent filing and protection of intangible assets (Line B only)
ELIGIBLE PROJECT VALUE
- Line A (Research and Development):
Minimum €100,000 – Maximum €250,000 - Line B (Innovation):
Minimum €50,000 – Maximum €150,000
TYPE OF FINANCING
Mixed form of support covering up to 100% of eligible costs.
- Soft loan component: minimum 60% of the total support (composed of 70% public funds at zero interest and 30% private funds at a subsidized interest rate).
- Non-repayable grant component: up to 40% of the total eligible aid.
APPLICATION SUBMISSION
Applications for support can be submitted on an ongoing basis, through a “first come, first served” procedure, to the financial intermediaries listed on the website www.venetoinnovazione.it, under the section “Finanza agevolata” – Participation Fund of the Veneto ERDF ROP 2021–2027.
